New Mixed-Use Development Replaces Old Ruggles Grill Site in Montrose

HOUSTON — A new retail strip is being built on Lower Westheimer at the site of the former Ruggles Grill.

The 6,500-square-foot development, named West Mon Plaza, is nearing completion. It sits in the 900 block of Westheimer, just east of Montrose Boulevard.

Confirmed tenants include Velvet Taco, Chills 360 and East Hampton Sandwich Co. The landlord was represented by Lauren Heimann and Josh Jacobs of EDGE Realty Partners.

Ruggles Grill, founded by Bruce Molzan, was one of Houston’s most popular dining establishments during the 1980s and 1990s before it closed a few years ago.

The property faces the former site of the historic Felix Mexican Restaurant, which was opened in 1948 by Felix Tijerina. Tijerina went on to serve four terms as national president of LULAC. Felix Mexican was known for its outstanding cheese enchiladas, and its closure left a notable void in Houston’s culinary scene.
