HOUSTON — Martin O’Malley, who campaigned for the Democratic presidential nomination last year, will speak in Houston next week at a forum hosted by the Kinder Institute for Urban Research at Rice University.
The forum will take place at 6:30 PM on Wednesday, Feb. 15, at the Museum of Fine Arts, located at 1001 Bissonnet.
O’Malley served as Maryland’s 61st governor from 2007 to 2015 and as Baltimore’s 47th mayor from 1999 to 2007.
Throughout his tenure in both roles, O’Malley emphasized data-driven governance. As mayor, he launched CitiStat, a performance-management system that measured city operations, identified inefficiencies, and led to measurable improvements in service delivery. CitiStat’s approach to tracking performance and using data to guide decisions has been adopted by cities across the globe.
As governor, O’Malley expanded the model with initiatives such as StateStat and BayStat, systems designed to monitor state programs and environmental outcomes. BayStat in particular influenced other accountability efforts, including the EPA’s ChesapeakeStat program. His leadership earned recognition from the Harvard Kennedy School with an Innovations in Government Award, and in 2009 Governing magazine named him Public Official of the Year for his commitment to measuring performance and continuously tracking progress.
O’Malley’s administration made extensive use of technologies like geographic information systems, shared data platforms, and the Internet to improve transparency and rebuild public trust in Baltimore and across Maryland. The methods he promoted offer a replicable model for enhancing quality of life and increasing governmental effectiveness at local, regional, and state levels.
