Parkway Unveils 600-Car Garage Adjacent to Greenway Plaza’s Phoenix Tower

HOUSTON — An eight-level parking garage that will add 600 parking spaces is planned adjacent to the 34-story Phoenix Tower in Greenway Plaza, located near the Southwest Freeway at Buffalo Speedway.

Parkway Property Investments, LLC, the operator of Greenway Plaza, has announced that construction is scheduled to begin before the end of the year, with completion expected in late 2019. The addition is intended to address parking demand while improving circulation and convenience for tenants, visitors and patrons of the complex’s retail and dining options.

The new garage annex will encompass approximately 247,000 square feet and will connect directly to Phoenix Tower’s existing eight-story parking structure. In addition to increasing capacity, the annex will provide covered, direct access to The Hub—the central restaurant and amenity core of Greenway Plaza—enhancing pedestrian comfort and year-round usability of dining and amenity spaces.

Parkway Property Investments emphasized that the project is not merely an expansion of parking inventory but also a strategic improvement to the overall connectivity within Greenway Plaza. By tying the new structure into the existing garage and offering sheltered pathways to the complex’s amenities, the development aims to make it easier for office workers, guests and retail customers to move between buildings and services without exposure to the weather.

HOK has been selected as the architect for the project, bringing experience in large-scale commercial and mixed-use design. Kimley-Horn is serving as the project engineer, responsible for civil and site planning, drainage and transportation coordination to ensure the new structure integrates smoothly with local infrastructure and complies with municipal standards.

The garage’s design objectives include efficient traffic flow, safe pedestrian connections and modern parking features that can support both daily office commuting and transient retail or restaurant visitors. The covered connection to The Hub is intended to improve the overall guest experience for the complex’s dining venues, encourage use of on-site amenities and strengthen the mixed-use character of Greenway Plaza.

Parkway’s Chief Operating Officer, Mike Fransen, noted that the expansion supports long-term planning for the campus. “This initiative not only aligns parking accessibility and convenience with the rest of Greenway Plaza, but also continues to foster connectivity across the complex,” Fransen said. The statement underscores the operator’s focus on coordinated campus improvements that enhance functionality and appeal for tenants and visitors alike.

Greenway Plaza, a mixed-use office and retail complex, has steadily evolved to accommodate shifting tenant needs and the demands of a competitive urban real estate market. The addition of this garage annex reflects broader trends in urban campus management, where operators invest in infrastructure that improves access, circulation and amenity integration to remain attractive to tenants and customers.
